Stock towers vs factory OEM
- Stock towers: lowest risk, ship in days, ideal for testing sizes and running Knockbox / tower fillers. Empti lists single-tower MOQs with volume breaks.
- Custom OEM: printed papers, custom tips, branded packaging. India/China MOQs often start in the tens or hundreds of thousands; some North American vendors advertise lower custom minimums (hundreds to low thousands).
MOQs & lead times
Stock: often 1 tower, 1–2 business days to ship. Custom print: commonly 3–6+ weeks after artwork approval, plus ocean/air freight if importing. Build safety stock for launch calendars.
Quality controls to demand
- Lot-coded COAs covering heavy metals, pesticides, mycotoxins, microbes
- AQL sampling plans and defect definitions (splits, oval apertures, tip crush)
- Dimensional specs for your filler (± tolerances on length, mouth ID, tip)
- Paper mill documentation and gum composition
- Humidity-controlled packing to prevent warping
Compliance notes
Empty cones are generally treated as smoking accessories, but labeling, child-resistant exit packaging for filled pre-rolls, and marketing claims vary by jurisdiction. Keep cone COAs and packaging CR certificates aligned with your filled-product filings.
Cost drivers
Paper grade, tip type, print colors, packing format, certifications, freight mode, and order volume. Automation-consistent cones may price above commodity handmade towers but reduce filler jams and waste.
Recommended path for most new brands
- Buy stock towers in 1–2 sizes and validate fill weight + burn
- Confirm tube and label fit
- Only then lock artwork for a custom OEM run
