A field guide to the cone

Every cone starts as a flat sheet.

BulkCone is a directory and history of the pre-rolled cone: the papers, the tips, the sizes and the people who made them.

How a cone is made

From flat sheet to pre-roll

  1. 01
    Sheet and tip

A fan-shaped hemp sheet and a card strip.

  2. 02
    Roll the tip

The strip curls into a tight spiral cylinder.

  3. 03
    Wrap the paper

The sheet seals along the gum line.

  4. 04
    Pre-rolled cone

King size: 109 mm with a 26 mm tip.

History

Five eras of the cone

From paper mills in eastern Spain to machines that roll cones by the thousand. Dates are approximate where the record is thin.

  1. ERA 01c. 1700s

    Paper from Alcoy

The town of Alcoy in Valencia, Spain, is often cited as an early center of thin cigarette paper, with mills that shipped across Europe and to the Americas.

  2. ERA 021860–1900

    The booklet

Loose sheets give way to gummed papers bound in booklets, and later interleaved so one sheet pulls the next into reach.

  3. ERA 031900–1969

    Machines and filters

Factory cigarettes standardize length and width. People who roll their own fold strips of card into a tip for the same open, firm end.

  4. ERA 041970–1999

    Hemp paper returns

Thinner, unbleached and hemp-based papers win a following. Hand-rolled cones become a craft with their own tools and techniques.

  5. ERA 052000–today

    The pre-rolled cone

Cones are formed, tipped and packed by machine, then sold by the box and in bulk to brands that fill them.

Factories & brands

Who makes bulk cones

A regional directory of cone factories and OEM relationships — facts first, hedged where the public record is thin.

Natural, not novelty

Tan paper, fiber green, bark brown. Specs in millimeters — not slogans.

Archival, not academic

Dates, sources and sizes given plainly. Uncertain years get “c.”

Hand-made precision

Calm layouts, hairline borders, generous paper-colored space.

Hara Supply is widely regarded as the largest cone manufacturer in the world, with high-volume production centered in India’s Delhi / Noida / Gurgaon region. Manufacturing depth is often linked to Donna International, an Indian manufacturing group with apparel roots. The first mass-produced consumer cone brand is widely credited to Dutch MountainHigh / The Original Cones® (1994). Industry insiders often point to large India OEMs behind many consumer brands; see the brand-to-factory map for verified vs. reported links.
